AB 587 (Chau)

AB 587, authored by Assemblyman Ed Chau, is a 2-year bill introduced in 2015 that GSMOL is co-sponsoring. The bill creates an abatement program for mobilehome residents who cannot transfer title into their names due to delinquent taxes and fees that may have been incurred by prior owners. The bill also establishes notification requirements for the transfer of any ownership interest or transferring or creating any security interest in a mobilehome.

Status: Signed by the Governor! Chapter 396, Statues of 2016. Thanks to everyone who supported this bill!

SB 1106 (Leyva)

SB 1106 authored by Senator Connie Leyva, the Chair of the Senate Select Committee on Manufactured Homes and Communities, authorizes the Department of Housing and Community Development (HCD) to issue citations to mobilehome residents and park owners who do not correct health and safety violations.

Status:  June 8 – After much consideration, the Senator has decided that she will not be moving forward with the bill this year. With more time, consideration and understanding of process, scope and funding issues, she hopes to revisit the issue of mobilehome citations in the future. NOTE: The bill number has been re-purposed to another subject, so further tracking of this bill is not relevant.

This bill would allow tax assessors to transfer homes currently paying HCD “vehicle” registration to personal property tax if they have been substantially rebuilt to the equivalent of a new residential structure. GSMOL submitted a letter of opposition.
