I am honored to be the President of GSMOL. I believe in “Servant Leadership”, being trusted servants to our members. Our common well-being comes first; passing resident-friendly legislation is more effective when we are unified. We encourage members to invite neighbors and new residents to join us. Our goals include educating each other about our legal rights and sharing successful, problem-solving strategies. Working together has been proven to be so much more enjoyable than going it alone!

Despite being a child of the sixties, nothing in her career prepared Carol Brinkman to be an activist – until her home was threatened! She gradually emerged as a leader in her park’s successful fights against two exorbitant rent increases, an assault on its rent control ordinance and a punitive attempt to convert her senior park to all-age. GSMOL provided the template for action and Carol became the foot soldier. A fire had been ignited and she is now active in GSMOL serving as State Secretary and Chair of the Legislative Action Team for 2018-19. She continues to serve as her local GSMOL President & Legislative Contact and HOA Vice President in San Juan Capistrano.

John Bertaut is a retired United States Air Force Officer and business owner with a BA degree in Psychology plus 30 graduate hours in Counseling Psychology and Curriculum Development. He is married with one wife, four (4) children, eleven (11) grandchildren, one great-grandson and two cats. Plays ping-pong, sings and rides bike (though not all at the same time).

Ricahrd lives in Contempo Marin MHP in San Rafael and has served three times as HOA president and is currently president of their GSMOL chapter. He has been a GSMOL member for 19 years and served on the bylaws committee that implemented the one member-one vote bylaws change. He was one of two HOA members serving as liaison in the 14 year federal lawsuit where the park owner, ELS, challenged San Rafael’s RSO as unconstitutional. The case ultimately went to the US Supreme Court, which ruled in the city’s favor. He was recently a GSMOL Associate Manager for Marin County.

Anne has worked her way up the ladder from Chapter President to Associate Manager to Region Manager to Zone Vice President. Her main “territory” covers San Luis Obispo, Santa Barbara, and Ventura Counties. She believes that educating manufactured-home owners to know their rights and helping them work together to solve park problems are two of the most important functions of GSMOL. She has assisted groups of GSMOL members and other homeowners in efforts to get two MH Park Closure Protection ordinances enacted, and a third one amended. Anne’s favorite thing is bringing park residents together to learn and support each other, and toward that end she has formed or reactivated eighteen GSMOL Chapters, founded a GSMOL-allied coalition in South Santa Barbara County, and, as Conference Committee Chair, has worked with other GSMOL leaders to develop the new series of Regional Conferences. Anne also sits on the Board of Directors of the Golden State Manufactured-home Owners Education Fund, our companion non-profit.

Tim became involved in mobile/manufactured home owner advocacy in 1996; initially in his community HOA and subsequently as President of the San Marcos Mobilehome Residents Association (SMMRA). Tim has served on the GSMOL Board of Directors since 2002, currently as Zone D Vice President and previously as the President. Tim also serves on the Ed Fund Board and is the President of National Manufactured Home Owners Association, having served on that Board of Directors since 2003. He has also served as a consumer representative to the HUD Manufactured Housing Consensus Committee (MHCC) in Washington, D.C. and was a delegate to the 2005 White House Conference on Aging.

Vice President of Resident Owned Communities
Dave Loop is an attorney whose practice focuses on commercial real estate transactions and securities law for nonprofit corporations. He’s been on the GSMOL Board since April 2013. Dave consults with MHP resident groups, affordable housing advocates and local government officials throughout California. He has written many published articles on the resident acquisition and operation of manufactured-home communities.
