Can a senior park have a manager that is under the age requirement and can they reside in the park with their children?

Yes.  Section 798.23 of the MRL states that park owners, and any person employed by the park, must comply with all park rules and regulations except those that apply to the age of any resident or guest.  Although this section does not explicitly discuss the immediate relatives, it is implied that this rule also applies to them.
